If you are a Filipino or Filipino-American living in the United States, you may need official copies of your or your family member’s civil registry records documents from the Philippines, such as a certificate of live birth/report of birth, certificate of marriage/report of marriage, certificate of death/report of death, and certificate of no marriage record (CENOMAR) for consular services as well as for immigration or other legal transactions.
All civil registry documents processed by the Consulate General are transmitted to the Philippine Statistics Authority (PSA). All official civil registry records are centrally maintained by the PSA in the Philippines.
Below are the official methods to order your PSA documents online from the United States, starting with the fastest, digital-first option.
Option 1: Get a PSA E-Certificate
The PSA officially issues 100% digital E-Certificates in a secure PDF format. NOTE: PSA E-Certificate copies of birth, marriage, or death certificates are accepted for passport applications and for dual citizenship petitions, subject to verification. Option 3: Order Physical Hard Copies for Delivery to a Representative in the Philippines
If you prefer physical paper records but want to avoid international shipping fees, you can have the documents sent to a family member or friend in the Philippines:

- The domestic delivery fee is fully included in the standard Philippine price (₱365.00 PHP for birth/marriage/death; ₱420.00 PHP for CENOMAR) and takes only 3 to 8 business days.
- Identity Protection Step: You must assign your relative as an Authorized Person to Receive (APR) on the website, or provide them with a signed Authorization Letter and a copy of your valid ID to show the courier.
- Your relative can then compile your documents and mail them to you in the U.S. using a local courier of your choice (such as LBC, DHL, or FedEx).
Important Reminders for Applicants in the U.S.
- Double-Check Your Information: Ensure all spelling, dates, and parents’ names match your records exactly before submitting. Mismatched data will result in a “Negative Certification” (no record found), and fees for processed requests are non-refundable.
- Recently Registered Life Events: If you recently filed a Report of Birth or Report of Marriage through this Consulate General, please allow time for data synchronization. Documents filed through the Consulate General can take six (6) months or longer to be uploaded into the central PSA database.
- Privacy and Security: Under the Philippine Data Privacy Act, civil registry documents contain sensitive data. You can only request copies of your own certificates, or those of your children, parents, or legal spouse.
- Negative or Unreadable Records: If the PSA issues a “Negative Result” or an unreadable copy, you must contact the Local Civil Registrar Office (LCRO) of the city/municipality where the civil registry document is recorded to request a certification or certified true copy, or an endorsement of the document to the PSA.
