FAQs on Consular Outreach Missions
1. How do I request for an appointment during a consular outreach mission?
An official Notice regarding an upcoming consular outreach mission will be posted on the official website and Facebook page of the Philippine Consulate General in Los Angeles usually one month before the scheduled outreach mission. PLEASE READ THE NOTICE CAREFULLY AND FOLLOW THE PROCEDURES INDICATED THEREIN on requesting for an appointment. An email address will be opened specifically for a particular consular outreach mission and will be indicated in said official Notice. Applications and required supporting documents have to be sent through this email address.
Please follow our official Facebook page (https://www.facebook.com/PHLinLA) to receive notifications when we post an official Notice regarding an upcoming consular outreach mission to a city near you.
2. Can I make an appointment for more than one person?
Yes, you can request for an appointment for more than one person, especially if the appointment is for a family member. Please specify the particular consular service(s) being requested for each person. If more than one consular service is being requested, please make sure to provide copies of all of the supporting documents required per consular service through the email address opened specifically for a particular consular outreach mission. Requirements for consular services can be found on our official website (https://losangelespcg.org/).
3. Can I make an appointment for more than one consular service?
Yes, you can request for an appointment for more than one consular service. Please specify each particular consular service being requested and please make sure to provide copies of all of the supporting documents required per consular service through the email address opened specifically for a particular consular outreach mission. Requirements for consular services can be found on our official website (https://losangelespcg.org/).
For those who wish to request for a dual citizenship petition appointment and then a passport appointment, please take note that the dual citizenship petition has to be completed first, and that you also submit the documents required for the issuance of a passport through the email address opened specifically for a particular outreach mission, before your passport application can be considered.
4. Do I need to send copies of my documents when I make an appointment?
Yes. Sending scanned or clear image copies of your application form and supporting documents via the email address opened specifically for a particular consular outreach mission allows the Consulate General to pre-process your application and prepare necessary documents, particularly for dual citizenship petitions. If you fail to send documents in advance, your appointment request will not be considered and your name will not be included in the final list of appointments for a particular consular outreach mission.
5. If I forget to bring one or more documents during my appointment, would I be allowed to return to complete my transaction?
You must have all of your original documents (including the accomplished application form, as applicable) with you when you show up in person for your appointment. If you are missing a document and if there is enough time left for the consular team to wait for you and still process your documents, you may be allowed to return at a later time within the operating hours of the consular outreach mission. The signing officer/head of outreach team will advise you as to whether this is possible.
6. If I request for an appointment for dual citizenship, will I be able to complete the entire process during the consular outreach mission?
Yes. If you have submitted complete supporting documents via email and brought with you all of the originals of the same on the day of your appointment, you will be able to take your oath, which is usually administered on an hourly basis within the operating hours of the consular outreach mission.
7. Do I need to bring a self-addressed, stamped envelope?
For passport applications and consular notarization, applicants must provide a prepaid return envelope also called a self-addressed, stamped envelope (SASE) as these services are not completed during the operating hours of the consular outreach mission. It is most preferable to use USPS as your SASE. Please affix a tracking number on your SASE so you can track the progress of your document.
Expect new passports to be sent back to you between eight to 10 weeks after the outreach mission while consularized documents should be received within six working days.
On the other hand, a SASE is NOT required for dual citizenship petitions and civil registry (i.e., Report of Birth, Report of Marriage or Report of Death) as these services are competed within the day of your appointment during the operating hours of the outreach mission.
8. Do I need to wear a mask when I show up for my appointment? Do I need to present proof of vaccination or a negative SARS-CoV-2 RT-PCR test?
We currently follow the prescribed CoViD-19 health safety protocols set by the Department of Foreign Affairs of the Republic of the Philippines. For the safety of everyone, including the consular outreach mission team, all persons entering the outreach venue must be masked at all times, except when they are told by the consular team to take off their mask temporarily as part of the consular procedure.
Aside from this, consular clients must present proof of full vaccination or a 48-hour old negative SARS-CoV-2 RT-PCR test to be allowed entry into the outreach venue.
We seek the understanding and cooperation of the transacting public as these protocols help ensure that the Philippine Consulate General in Los Angeles is not forced to shut down as a result of an unwanted outbreak of CoViD-19 among its personnel as a result of contagion exposure during an outreach mission.
9. Is there a dress code for the consular outreach mission?
As an extension of a Philippine government office, the consular outreach mission venue requires all applicants to show up to their appointment wearing office-appropriate clothing. Those wearing shorts, sleeveless shirts or blouses, and/or slippers will not be allowed entry into the venue.
10. How long will it take before I receive my new passport?
All Philippine passports are personalized and printed in the Philippines regardless of where in the world the application is filed. It will likely take around eight to 10 weeks before you receive your new passports after the date of application.
11. I sent my application within the application period but I was not given an appointment. Why did this happen?
There are two possible reasons for not getting an appointment even if you sent your request within the requesting period:
One, you made a request within the application period but you did not send the necessary supporting documents, or your documents were incomplete, thus you were not considered for an appointment during the outreach mission. As mentioned in every official Notice regarding an upcoming consular outreach mission, only complete submissions will be given an appointment, INCOMPLETE FORMS/SUBMISSIONS WILL NOT BE PROCESSED.
Two, you made a request within the application period and sent the complete supporting documents required but there were already other people who were able to send their request earlier. As a result, all appointment slots have already been filled.
Please make sure to read the official Notice, closely follow the procedures on requesting for an appointment and submit the complete forms and supporting documents in advance via the specific email in order to have a chance at being given an appointment slot.
12. I sent a request for appointment but nobody responded to my email. Why is this so?
Please understand that the members of a consular outreach mission team are also regular employees of the Philippine Consulate General in Los Angeles, who handle a heavy daily workload at our offices in L.A. They can, thus, only allot time to check the outreach email once they have completed their daily tasks. Due to the number of emails we receive, the team cannot answer each and every email, which is the reason why we endeavored to write down all instructions on the official Notice regarding an upcoming consular outreach mission. The best way to get an appointment is to closely follow the instructions contained in said official Notice, with the following steps:
-
The Philippine Consulate General in Los Angeles uploads an official Notice regarding an upcoming consular outreach mission, usually done a month prior to the actual date of the outreach mission;
-
You get a notification about the posting of the official Notice because you follow the Consulate General’s official Facebook page:
(https://www.facebook.com/PHLinLA) -
You READ THE ENTIRE NOTICE CAREFULLY and take note of the email address opened specifically for that particular consular outreach mission;
-
You check the Consulate General’s official website (https://losangelespcg.org/) to obtain the official application form (as applicable), and learn about the supporting documents and other requirements for your particular consular service;
-
You gather these requirements and scan or clearly photograph them;
-
You send these scanned/photographed image files to the email address specific to that particular consular outreach mission;
-
You also indicate in the email your complete name, the complete names of other applicants you are submitting on behalf of (if any) and the particular service(s) you are all applying for, as well as your complete contact details, including email address and telephone number (in case you need to be advised regarding submission of additional documents, if needed;
-
All applications must be received within the application period specified in the official Notice or until the number of allotted slots per consular service is filled out, whichever comes first.
-
Please note that application slots are easily filled up just after a couple of days of the official Notice being uploaded online so please ensure that your application is complete and submitted as early as possible.
-
If everything goes to plan, you will find your name(s) in the final list of appointments for that outreach mission, which we upload our official website and Facebook page, usually a week prior to the actual date of the consular outreach mission.
